2015 Long-Term Open Recruitment Announcement for Teachers

Announcement No. 14 [2015] of the Jiangsu Provincial Department of Human Resources and Social Security on Recruitment Matters

To better select outstanding candidates suited for specific positions, strengthen the faculty team, and optimize the teaching staff structure, Jiangsu Maritime Vocational College (a fully funded public institution, website: http://www.jmi.edu.cn) hereby announces a long-term open recruitment of full-time faculty members from the general public (including recent graduates and experienced professionals). In accordance with the "Jiangsu Province Public Institution Open Recruitment Measures" and other relevant regulations, the following matters are hereby announced:

I. Eligibility Requirements

1. Possess the nationality of the People's Republic of China and abide by the Constitution and laws of the People's Republic of China;

2. Comply with laws and regulations, maintain integrity, foster unity among colleagues, and uphold public integrity.

3. Physical fitness suitable for the job requirements;

4. For doctoral positions, applicants must be under 40 years of age, i.e., born on or after January 1, 1975. Those holding associate senior professional titles must be under 45 years of age, i.e., born on or after January 1, 1970. Those holding senior professional titles must be under 50 years of age, i.e., born on or after January 1, 1965.

5. Possess the professional knowledge, practical skills, and other qualifications required for the position (see attachment for details). The reference date for calculating education and work experience is July 1, 2015.

6. All applicants must possess nationally recognized academic credentials and corresponding degrees, which must align with the required field of study.

7. Taiwanese students who have obtained full-time undergraduate degrees from mainland China's regular higher education institutions, as well as other Taiwanese residents holding degrees recognized by mainland China, shall be subject to the relevant provisions of Document Su Ren She Fa [2012] No. 418 when applying for employment.

II. Registration

(1) Registration Period and Method

This announcement pertains to long-term recruitment positions. Applications for all positions will open five working days after the announcement is published. Fifteen working days after publication, the university will determine the number of hires for this recruitment cycle based on the number of applicants and initiate the assessment process. Recruitment will close once positions are filled. For positions not filled, the application period will remain open until December 31, 2015. The university's Human Resources Department will promptly announce recruitment outcomes for each phase. At the end of each quarter, progress reports on recruitment status and vacancy information will be published on the websites of the Provincial Department of Human Resources and Social Security, the Provincial Department of Education, and the university.

Registration is conducted online. The entire process—including application submission, photo upload, preliminary qualification review, and payment confirmation—is completed simultaneously via the internet. (2) Online Confirmation

(1) Applicants may check the status of their initial qualification review on the registration website 24 hours after submitting their application online.

(2) This open recruitment does not charge any application or examination fees. Successful registration is confirmed upon passing the initial screening.

(3) Failure to confirm eligibility and upload photos online by the deadline will result in the application being deemed invalid.

(3) Important Notes for Registration

1. Applicants must truthfully complete all required information according to the position requirements and online instructions, and upload a recent, front-facing, bareheaded 2-inch (35×45 mm) ID photo in JPG format, with a file size under 20 KB.

  Jiangsu Maritime Vocational College will review the information provided by applicants. Any applicant found to have submitted fraudulent information will be disqualified from the application process.

2. This open recruitment does not require a minimum number of applicants to proceed. If qualified candidates apply, assessments may be conducted as needed. The final decision rests with Jiangsu Maritime Vocational College.

3. Applicants may only apply for one position from the job list. Once the initial qualification review is passed, application information cannot be modified. Applicants who fail the initial qualification review may apply for other positions that meet their qualifications within the application period. Applicants must use a valid second-generation resident ID card for registration, and the ID card used for registration must match the one presented at the examination venue.

4. Individuals shall not be eligible to apply under any of the following circumstances:

① Active-duty military personnel; non-graduating students currently enrolled in regular higher education institutions;
② For positions such as secretary to the responsible personnel of public institutions, or personnel in human resources, finance, auditing, and discipline inspection, applicants shall not be hired if they have a spousal relationship, direct blood relationship, collateral blood relationship within three generations, or close affinity relationship with the responsible personnel of the public institution. Similarly, applicants shall not be hired if they have such relationships with current employees and would subsequently establish a direct superior-subordinate relationship upon employment.
③ Individuals who have not yet had disciplinary sanctions lifted or are currently undergoing disciplinary review; individuals whose criminal penalties have not yet expired or who are suspected of criminal offenses and are currently under investigation;
④ Individuals who are otherwise prohibited by national or provincial regulations from applying for positions in public institutions.

III. Examination Subjects, Schedule, and Implementation Procedures

The examination format consists of a professional skills test and an interview.

(1) The professional skills test consists of a teaching demonstration. This assessment evaluates candidates' educational and teaching capabilities by reviewing their classroom teaching objectives, content, methods, organization, and outcomes. It also assesses candidates' subject knowledge and their ability to apply this knowledge to solve practical problems. The teaching demonstration shall be conducted in accordance with the teaching demonstration procedures established by Jiangsu Maritime Vocational College.

(2) The methods and schedule for the professional skills assessment will be communicated to applicants via email and other means.

(3) The head evaluator will notify candidates of their professional skills test scores on the spot. The professional skills test is scored out of 100 points, with a passing threshold of 60 points.

(4) Among candidates who pass the professional skills test, a 1:3 ratio of applicants to positions will be selected from highest to lowest scores for qualification review to determine interview candidates. Should any candidate fail the review, replacements will be selected from the remaining qualified candidates in descending order of test scores. Those who pass the review will proceed to the interview. If fewer than three candidates pass the qualification review for a position, the actual number of qualified candidates will be selected for the interview. The list of interview candidates (including their professional skill test scores and rankings) will be published on the Jiangsu Maritime Vocational College website.

The qualification review process is conducted by Jiangsu Maritime Vocational College. During the review, original copies of the applicant's relevant materials must be presented for verification. Degrees and diplomas obtained overseas must be accompanied by a certification from the China Service Center for Scholarly Exchange under the Ministry of Education. For domestic higher education credentials where doubts arise, verification must be obtained from the Jiangsu Provincial Higher Education Admissions and Employment Guidance Center.

(5) Interviews shall be conducted in accordance with the interview procedures established by Jiangsu Maritime Vocational College. Applicants will be notified of these procedures via email or other means. Interview scores will be communicated to applicants on the spot by the chief evaluator.

(6) The total interview score is 100 points. The passing threshold for the interview is 60%.

(7) The total score for applicants shall be calculated on a percentage basis. The professional skills test score shall account for 50% of the final total score, and the interview score shall account for 50% of the final total score.

(8) This recruitment process (from the application deadline to the public announcement of the list of prospective hires) is scheduled to be completed within 60 working days. (Should the process exceed 60 working days, the reasons will be explained at the time of the public announcement of the prospective hires.)

IV. Employment

After the examination concludes, the total scores of applicants will be determined based on the scoring methodology. Among those who pass each individual examination (test), candidates for the physical examination will be selected in descending order of scores at a ratio of 1:1 relative to the planned recruitment quota for each position. The physical examination standards shall be implemented in accordance with the "General Standards for the Physical Examination of National Civil Servant Recruitment (Trial)." Should vacancies arise in any recruitment position due to reasons such as failure of the physical examination, one-time supplementary candidates will be selected to undergo the physical examination.

Employers will conduct assessments of candidates who pass the physical examination. Based on the assessment and physical examination results, a list of prospective hires will be determined. This list will be publicly displayed on the Jiangsu Provincial Human Resources and Social Security website (websites of relevant departments may also be listed here) for seven working days. The public notice will include the following details: position number, hiring unit, job title, name of prospective hire, alma mater, current employer, scores for each section of the recruitment examination, total score, and ranking.

For candidates who receive no objections during the public notice period, the employing unit shall complete relevant hiring procedures and sign an employment contract with them after filing with the provincial human resources and social security department, specifying a probationary period. Upon successful completion of the probationary period assessment, the candidate shall be assigned a position and grade; those failing the assessment shall have their employment eligibility revoked and their employment contract terminated.
