In mid-November 2016, an inbound ship “A” berthed at Jiaxing Port Zhapu port area, Jiaxing Inspection and Quarantine Bureau staff of the quarantine inspection of the ship, found that a crew member of the "International Travel Health Inspection Certificate" held by the suspicion of forgery. The certificate was issued on July 14, 2016, issued by a place in Fujian. After verifying with the place, the crew member himself did not have a physical examination at the Travel Health Care Center on that day, the number and CIQ barcode on the certificate were false, and the certificate he held was a forgery. The crew's behavior violates the relevant laws, Jiaxing Inspection and Quarantine decided to implement administrative penalties on the crew.
Article 102, paragraph 3, of the Rules for the Implementation of the Law on Sanitary and Quarantine at the State Border stipulates that “Employees of Chinese nationality on international transportation vehicles shall hold health certificates issued by the health quarantine authorities or hospitals at or above the county level. The items and format of the health certificate shall be unified by the health administrative department of the State Council and shall be valid for twelve months.” Therefore, Chinese crew members on international ships should go to organizations with appropriate qualifications for physical examination and obtain legal and valid health certificates. In this case, the crew held a forged health certificate, violating the relevant provisions of the State Border Sanitary and Quarantine Law and its implementing rules, and should bear the corresponding legal responsibility.
Forgery of inspection and quarantine certificates usually involves the production of counterfeit parties, buyers and sellers and the use of parties, in the actual handling of cases, inspection and quarantine agencies may be limited by their own investigative powers and means of evidence, it is difficult to make fake, sell fake parties for effective punishment and warning. For these cases and serious violations suspected of committing a crime, inspection and quarantine agencies will be in accordance with the "Administrative Law Enforcement Agencies to transfer suspected criminal cases," the illegal clues or evidence will be transferred to the public security organs to deal with.
