2016 Shanghai Municipal Regulations on Admissions to Regular Higher Education Institutions

　　VI. Reserved Quota and Usage Rules: The reserved quota is 1% of the total enrollment quota and is used to address imbalances in the number of students who meet the minimum score requirements on the unified entrance exam across different regions.

　　VII. Language Requirements for Admission to the Program: There are no restrictions on the language of the entrance foreign language exam; however, the language of instruction after admission is English.

　　VIII. Ratio of Male to Female Applicants: Due to the specialized nature of the work, the Maritime Technology, Marine Engineering, and Marine Electrical and Electronic Engineering programs are not suitable for female applicants.

       IX. Health Requirements: Candidates must undergo a physical examination in accordance with the standards set forth in the “Guidelines for Physical Examinations for Admissions to Regular Higher Education Institutions,” jointly issued by the Ministry of Education, the Ministry of Health, and the China Disabled Persons’ Federation.

　　Special physical examination requirements for applicants to our university’s maritime programs (Maritime Technology, Marine Engineering, and Marine Electrical and Electronic Engineering): Applicants must not have color blindness or color weakness, must not stutter, must have well-proportioned facial features, must have no physical impairments in their limbs, and must be at least 1.65 meters tall. Applicants for the Maritime Technology program must have uncorrected visual acuity of at least 4.7 in each eye; applicants for the Marine Engineering and Marine Electrical and Electronic Engineering programs must have uncorrected visual acuity of at least 4.6 in each eye. Other requirements are in accordance with the Ministry of Transport’s industry standard, “Medical Examination Requirements for Seafarers on Seagoing Vessels.”

　　X. Admission Rules: Admissions are conducted in accordance with the principles of comprehensive evaluation of moral character, academic ability, and physical fitness, as well as fairness, impartiality, and selection of the most qualified candidates. Admissions are based on the enrollment quota for each major, following the principles of “score priority” and “preference for first-choice majors,” with no point differential applied between major preferences.

　　In the event of a tie, for liberal arts majors, candidates with outstanding scores in individual subjects will be admitted in the following order: Chinese, foreign language, and mathematics; for science majors, the order is mathematics, foreign language, and Chinese.

　　For admission to art majors, we use the standardized scores from the provincial (autonomous region, municipality) professional and academic examinations; our university does not conduct additional entrance exams. For applicants from Jiangsu, Zhejiang, and Anhui, admission is based on the scores submitted by the local provincial admissions offices; for applicants from Shanghai, after their scores are submitted, admission is based on comprehensive scores [Comprehensive Score = *** General Academic Exam Score + Specialized Exam Score × (*** Total Score / Specialized Exam Total Score)] in descending order, with candidates selected based on merit.

　　If a provincial (autonomous region, municipality) college admissions office has separate special policies, those policies shall be followed.

　　XI. Tuition and Fees Tuition Rates 1. For general majors, 5,000 yuan per student per academic year (Shanghai Price Bureau Document No. 120 [2000]);

       2. Special (popular) majors: 6,000 yuan per student per academic year (Shanghai Price Bureau Document No. 120 [2000]);

　　3. For art majors, 10,000 yuan per student per academic year (Shanghai Price Bureau Document No. 120 [2000]);

　　4. China-Netherlands Joint Programs: Mechanical Engineering (China-Netherlands Joint Program) and Electrical Engineering (China-Netherlands Joint Program)—15,000 yuan per student per academic year (Shanghai Municipal Education Commission Finance [2005] No. 34);

　　The maximum accommodation fee per student per academic year shall not exceed 1,200 yuan (Shanghai Price and Fee [2003] No. 56, Shanghai Finance Budget [2003] No. 93, Shanghai Education Commission Finance [2012] No. 118).

       XVI. Student Financial Aid Policies: The university strictly implements relevant national and municipal regulations on student financial aid. Students from economically disadvantaged families who are admitted to the university may apply for enrollment through the “Green Channel.” After enrollment, they may apply, in accordance with regulations, for the National Scholarship, National Motivational Scholarship, Shanghai Municipal Scholarship, National Grant, National Student Loan, work-study positions, special hardship subsidies, and tuition waivers, among others. At the same time, the university actively seeks and accepts various off-campus resources—including contributions from society, organizations, enterprises, and individuals—to establish on-campus funds for awards, financial aid, and assistance to students in need. The university pledges to ensure that no student admitted to the university will be forced to drop out due to financial hardship.
