Zhejiang International Maritime Vocational and Technical College is located in the picturesque “Buddhist Paradise of Sea and Sky, Fishing Capital and Port City”— —the Zhejiang Zhoushan Archipelago New Area, adjacent to the international metropolis of Shanghai. It is a public higher vocational and technical college with a distinct maritime focus, featuring maritime-related programs as its flagship and specializing in ship engineering, port logistics, and international cruise ship service management (program clusters). The college began preparations in February 2004 and was officially established in February 2006 following approval by the Zhejiang Provincial People’s Government and filing with the Ministry of Education. In 2009, it passed the Ministry of Education’s evaluation of talent cultivation at higher vocational colleges. In recent years, the college’s development has received high priority from government departments at all levels. With strong support from all sectors of society, the college is striving to build a nationally exemplary higher vocational college with a distinctive maritime focus.
The school covers an area of approximately 500 mu, with a total floor area of 110,000 square meters. The college currently has nearly 5,000 full-time higher vocational students and over 1,700 adult education students. It comprises seven academic units: the School of Marine Engineering, the School of Naval Architecture and Marine Engineering, the School of Port Management, the School of Marine Tourism, the School of International Education, the Donghai School of Education, and the Department of Social Sciences, Physical Education, and Arts. The college offers 25 higher vocational programs, including Marine Navigation Technology, Marine Engineering Technology, Marine Electronics and Electrical Technology, Marine Engineering Technology (including the China-Uzbekistan cooperative program), Marine Power Engineering Technology, Port Machinery and Automatic Control, Port and Shipping Management, *** and International Freight, International Cruise Ship Stewardess Management, Applied English, Industrial Robotics Technology, among others. It has established a higher vocational education talent development system that integrates full-time higher vocational education with part-time degree programs, vocational training, and technical services.
The college’s programs in Nautical Technology, Marine Engineering Technology, and Naval Architecture Technology have been designated as provincial-level flagship and distinctive programs. The college offers numerous national and provincial-level model courses and resource-sharing courses, and has established more than 200 training labs and training bases both on and off campus, two of which are provincial-level model training bases. The college’s teaching and research equipment is valued at over 80 million yuan. It is fully equipped with facilities for teaching, libraries, research, and student life, and possesses advanced training equipment—such as ship handling simulators—as well as training sites including offshore training bases, making it a key training base for Chinese seafarers’ skills. Currently, the college offers 22 types of crew training programs approved by the China Maritime Safety Administration, having trained a total of more than 120,000 crew members.
The school has established an educational orientation characterized by “internationalization, applied education, and local relevance,” and has consistently adhered to the educational direction of “rooted in Zhoushan, serving Zhejiang, and reaching out to both domestic and international audiences.” It has fully implemented the ISO 9001:2008 Quality Management System and the Quality Management Regulations for Seafarer Education and Training of the People’s Republic of China, and is a designated institution by the Chinese government for implementing the STCW Convention. The university is one of the institutions in the liaison and cooperation network between the Hong Kong Shipowners’ Association and mainland China’s maritime colleges, and has become a member of international organizations such as the International Association of Maritime Educators.
The university has established close cooperative relationships with renowned domestic and international enterprises such as the Hong Kong Tung Group, Singapore’s Wanbang Group, Japan’s Tsuneishi Group, COSCO Group, and Yangfan Group. To date, more than 2,300 graduates have secured positions at over 30 world-renowned shipping companies, including Orient Overseas Container Line (Hong Kong) Limited. In collaboration with universities such as Shanghai Maritime University, the school has established teaching centers for part-time undergraduate and master’s programs. VI. Enrollment specialties, plans and batches
The school’s 2016 enrollment plan for regular higher education institutions is 1,540 students, primarily targeting candidates in Zhejiang Province’s third batch of regular higher education admissions (including the early admission batch) and those participating in separate entrance examinations and admissions. At the same time, the school is recruiting students for higher vocational programs from eight provinces, including Anhui, Guizhou, Henan, Jiangxi, Jiangsu, Hunan, Hubei, and Gansu. The university’s 2016 enrollment quotas by province and major are subject to the quotas published by the respective provincial education examination authorities (college admissions offices).
If the enrollment plan needs to be adjusted according to the situation of the student source, the school will apply to the provincial education department and the provincial education examination institute (high school admission office), and the application will be carried out after the consent.
VII. Admission rules
1. Schools strictly implement the Ministry of Education and the provincial admission authorities on admission policies and regulations, enrollment work in accordance with the principle of “fair competition, fair selection, openness and transparency, comprehensive evaluation, comprehensive assessment, merit-based admissions”.
2. Admissions are conducted based on the admission lists provided by the provincial admissions authorities in accordance with the specified admission batches and admission ratios. For all candidates whose applications have been accepted, admission is granted on a merit basis in order of highest to lowest scores, in accordance with the principle of prioritizing major preferences and within the quota for each major. Candidates whose first major preference cannot be met will be admitted to their second major preference; if that cannot be met, they will be admitted to their third major preference, and so on. If none of the major preferences can be met, candidates who agree to be reassigned to another major will be randomly assigned to a major with available spots. Candidates who do not agree to be reassigned will have their applications rejected.
3. Under the same conditions, candidates who are three good students at the county and district levels or above, outstanding student cadres, outstanding group cadres, candidates with excellent results in English, or candidates with special skills in culture and sports will be given priority for admission.
4. Relevant instructions and medical requirements
(1) The language of the foreign language examination for admission to each program is English.
(2) In principle, male students are admitted to the maritime courses (navigation technology, engine engineering technology, and marine electronic and electrical technology).
(3) The physical condition of the applicants must be in accordance with the Physical Examination Standards for Admission to Ordinary Colleges and Universities and other relevant regulations.
Applicants for maritime majors must meet the physical requirements set forth in the Ministry of Transport’s industry standard—*Medical Examination Requirements for Seafarers on Seagoing Vessels* (JT2025-93)—and the requirements outlined in the State Administration of Maritime Safety’s *Notice on Adjusting Relevant Seafarer Medical Examination Requirements* (Document No. 306 [2010]). Maritime Technology Major: Height of at least 4125px; uncorrected visual acuity of 4.7 (0.5) or higher in both eyes, with corrected visual acuity of 4.9 (0.8) or higher in both eyes; normal color vision. Marine Engineering Technology Major: Height of 3875px or above; uncorrected visual acuity of 4.6 (0.4) or higher in both eyes, and corrected visual acuity of 4.8 (0.6) or higher in both eyes; no red-green color blindness. Marine Electronics and Electrical Technology Major: No red-green color blindness.
Conditions and requirements for admission to the international cruise ship crew management program: height above 4000px for girls and 4250px for boys; decent features, no tattoos, no obvious scars on the face, neck and hands, clear speech, no color blindness or color weakness.
VIII. Academic structure and qualifications
The academic program lasts three years. Candidates who have passed the required years of study and passed the grades will be awarded a diploma registered by the Ministry of Education, and the academic diploma is of higher grade. According to the regulations of the State Maritime Administration, students majoring in seafaring can take the national unified examination for the certificate of competency of third mate, third officer and electronic electrician of the corresponding seagoing vessels.
IX. Tuition
In accordance with the “Notice on Regulating and Adjusting Tuition Fees at Public General Higher Education Institutions (Zhe Price Fee [2014] No. 240), and upon approval by the price authorities, the tuition rates for our university’s three-year higher vocational programs are as follows: for the five majors—Maritime Technology, Marine Engineering Technology, Logistics Management, Business English, and Applied English—the tuition rate is 6,000 yuan per year; tuition for the China-Uzbekistan joint education program is 16,000 yuan per year; and tuition for all other majors is 6,600 yuan per year. The above tuition rates do not include fees related to vocational skills certification examinations.
