2015 Open Recruitment Announcement for Contract Staff
To better recruit outstanding talent, strengthen the faculty and staff team, and optimize personnel structure, the college is now publicly recruiting contract-based personnel from the general public. The relevant details are announced as follows:
I. Eligibility Requirements
1. Possess the nationality of the People's Republic of China and abide by the Constitution and laws of the People's Republic of China;
2. Comply with laws and regulations, maintain integrity, foster unity among colleagues, and uphold public integrity.
3. Physical fitness suitable for the job requirements;
4. Age 35 or younger (born on or after January 1, 1980); Holders of intermediate professional technical titles: age 40 or younger (born on or after January 1, 1975); Holders of associate senior professional technical titles: age 45 or younger (born on or after July 1, 1970);
5. Possess the professional knowledge, practical skills, and other qualifications required for the position (see Appendix 1 for details). The reference date for calculating education and work experience is July 1, 2015.
6. All applicants must possess nationally recognized academic credentials and corresponding degrees, which must align with the required field of study.
7. Taiwanese students who have obtained full-time undergraduate degrees from mainland China's regular higher education institutions, as well as other Taiwanese residents holding degrees recognized by mainland China, shall be subject to the relevant provisions of Document Su Ren She Fa [2012] No. 418 when applying for employment.
II. Registration

(2) Important Notes for Registration
1. Applicants may only apply for one position listed in the job table. Once the initial qualification review is passed, application information cannot be altered. Applicants who fail the initial qualification review may apply for other positions that meet their eligibility criteria within the application period. Applicants must use a valid second-generation resident ID card for registration, and the ID card used for registration must match the one presented at the examination venue.
2. The following materials must be submitted upon registration:
(1) Submit two recent 2x3-inch photos;
(2) Complete the "Jiangsu Maritime Vocational College Open Recruitment Application Form" (Contract-based) (see Attachment 2); (The application form can be downloaded from the announcement webpage, printed on A4 paper, and filled out accurately with relevant information);
(3) Copy of ID card (front and back);
(4) Graduates must provide copies of their academic certificates, degree certificates, professional technical qualification certificates, and other relevant documents.
(5) Domestic recent graduates must provide a photocopy of the "Graduate Employment Recommendation Form" issued by their institution and uniformly printed by the provincial education administrative department;
(6) Returning overseas students must provide a copy of the "Certificate for Returning Overseas Students" issued by the Chinese embassy or consulate abroad. Those who obtained their academic qualifications overseas must also provide a copy of the "Certificate of Foreign Academic Qualification Recognition" issued by the China Service Center for Scholarly Exchange.
(7) Provide accurate information regarding your teaching and research focus, research projects, research achievements, research awards, and a list of major publications (including journal name, year, issue, and page range).
2. Applicants for this open recruitment must pay a combined registration and examination fee of 100 yuan per person when collecting their admission tickets.
3. Jiangsu Maritime Vocational College will organize experts to conduct qualification reviews of applicants. The minimum applicant-to-position ratio for positions with codes H01, H03, H04, H05, H12, H20, and H21 is 1:2, while other positions require a ratio of 1:3.Positions failing to meet the required ratio will be correspondingly reduced or canceled, with announcements posted on the college's official website. Applicants for canceled positions will be notified by the college's Human Resources Department.
4. Any applicant found to have submitted fraudulent materials will be disqualified from the application process upon verification.
5. Individuals shall not apply for employment under any of the following circumstances:
① Active-duty military personnel and non-graduating students currently enrolled in regular higher education institutions;
② For positions such as secretaries to responsible personnel of public institutions, or personnel in human resources, finance, auditing, and discipline inspection, applicants shall not be hired if they have a spousal relationship, direct blood relationship, collateral blood relationship within three generations, or close affinity relationship with the responsible personnel of the public institution. Similarly, applicants shall not be hired if they have such relationships with current employees and would subsequently establish direct superior-subordinate relationships upon employment.
③ Individuals who have not yet had disciplinary sanctions lifted or are currently undergoing disciplinary review; individuals whose criminal penalties have not yet expired or who are suspected of criminal offenses and are currently under investigation;
④ Individuals who are otherwise prohibited by national or provincial regulations from applying for positions in public institutions.
III. Assessment and Organization
(1) The assessment methods are as follows: 1. Written examination; 2. Professional skills test (trial teaching, job suitability evaluation); 3. Interview.
(2) Written Test
1. The written examination primarily assesses candidates' comprehensive knowledge essential for the position and their skills and methods for solving practical problems.
2. Written Exam Schedule: Candidates must attend the exam at the time and location specified on their admission ticket. (Admission Ticket Collection Address: Room 319, Personnel Office, Jiangsu Maritime Vocational College Collection Period: April 2-3, 2015 Morning: 08:30–11:30 Afternoon: 14:00–16:30)
3. The written exam is scored out of 100 points, with a passing threshold of 60 points. Candidates who fail to meet this threshold will not be eligible to participate in the professional skills assessment (including teaching demonstration and job suitability evaluation). (3) Professional Skills Assessment (Trial Lecture, Job Suitability Evaluation)
Candidates for positions with codes H01, H03, H04, H05, H12, H20, and H21 will be selected for the professional skills assessment (trial lecture, job suitability evaluation) based on their written exam scores, from highest to lowest, at a ratio of 1:2 relative to the number of positions available.For other positions, candidates will be selected for the professional skills assessment (trial teaching, job suitability evaluation) based on their written examination scores, in a ratio of 1:3 of the number of positions available, from highest to lowest scores.
The Professional Skills Test (trial teaching and job suitability assessment) primarily evaluates candidates' educational and teaching capabilities. It assesses their ability to define classroom teaching objectives, select instructional content, employ teaching methods, organize lessons, and achieve teaching outcomes. Additionally, it evaluates candidates' subject knowledge and their proficiency in applying this knowledge to solve practical problems. The test is scored out of 100 points, with a passing threshold of 70 points. Candidates who fail to meet this threshold will not proceed to the interview stage. Results will be communicated to candidates immediately by the chief examiner.
(4) Interview. The interview primarily assesses candidates' political integrity, professional ethics, and overall competencies in communication, social skills, and other relevant areas. The interview is scored out of 100 points, with a passing threshold of 60 points. Candidates who fail to meet the passing score will not be hired. Interview results will be communicated to candidates on the spot by the chief examiner.
(5) Overall Score: The overall score is calculated on a 100-point scale. The written test accounts for 30%, the professional skills assessment (trial teaching and job suitability evaluation) accounts for 40%, and the interview accounts for 30% of the individual's total score.
(6) Assessment Arrangements
1. Applicants who pass the qualification review will be notified of the assessment time and location via phone or email. Applicants must attend the assessment at the specified time and location; failure to do so will be treated as a forfeiture of the assessment.
2. Prior to the professional skills assessment (trial teaching and job suitability evaluation), candidates must submit original copies of the aforementioned application materials for the college to conduct a final review of their eligibility.
3. All recruitment procedures (from the application deadline to the public announcement of the list of proposed appointees) are generally completed within 60 working days.
IV. Employment
After the examination, candidates' final scores will be determined based on the scoring method specified in the announcement. Candidates will be selected for physical examinations in a 1:1 ratio relative to the number of positions to be filled, ranked from highest to lowest scores.Physical examination standards shall be implemented in accordance with the "General Standards for Physical Examinations for National Civil Servant Recruitment (Trial)." Applicants for teaching positions must additionally meet the physical examination requirements for teacher qualification certification in Jiangsu Province. Should vacancies arise due to failure of the physical examination or other reasons, candidates will be replaced for the physical examination in a single round based on the recruitment quota and in descending order of scores.
Candidates who pass the physical examination will undergo a political review conducted by the college. Based on the results of both the political review and physical examination, a list of prospective hires will be determined.The list of prospective hires will be publicly displayed on the Jiangsu Maritime Vocational College website for 7 working days. The public notice will include the following information for each prospective hire: name, gender, graduating institution and major (current employer for non-recent graduates), proposed position, scores for each section of the recruitment examination, total score, ranking, and any other conditions specified for the position in the recruitment announcement.
After the public notice period concludes without objection, the college shall sign an employment contract with the candidate and complete the relevant hiring procedures. No replacements will be made after the hiring approval. Hired personnel shall undergo a six-month probationary period. Upon successful completion of the probationary assessment, they will be assigned a position and grade. Those failing the assessment will have their employment revoked.
