International Maritime Organization 1974 International Convention for the Safety of Life at Sea
The Maritime Safety Committee of the International Maritime Organization, at its 101st session, adopted amendments to the International Convention for the Safety of Life at Sea, 1974 (hereinafter referred to as the "Safety Convention") by Resolution MSC.456(101), and adopted amendments to the International Code for Fire Safety Systems (hereinafter referred to as the "Fire Safety Code") by Resolution MSC.457(101). adopted amendments to the International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (hereinafter referred to as the "Gas Fuel Code") by Resolution MSC.458(101), and adopted amendments to the International Life-Saving Appliance Code (hereinafter referred to as the "LSA Code") by Resolution MSC.459(101).
The Maritime Safety Committee of the International Maritime Organization, at its 102nd session, adopted amendments to the Safety Convention by Resolution MSC.474(102). adopted amendments to the Gas Fuels Code by Resolution MSC.475(102), and adopted amendments to the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (hereinafter referred to as the International Gas Carrier Code) by Resolution MSC.476(102).
The International Maritime Organization's Maritime Safety Committee, at its 103rd session, adopted amendments to the Safety Convention by Resolution MSC.482(103), amendments to the Fire Safety Rules by Resolution MSC.484(103), and amendments to the Life-Saving Appliances Rules by Resolution MSC.485(103).
The 104th session of the Maritime Safety Committee of the International Maritime Organization adopted Resolution MSC.491(104) (104) adopted amendments to the 1988 Protocol to the 1966 International Convention on Load Lines (hereinafter referred to as the 1988 Protocol to the Load Line Convention), and by Resolution MSC.492(104) adopted amendments to the International Code for Gas Carriers.

The 78th session of the Marine Environment Protection Committee of the International Maritime Organization adopted amendments to Annex I of the 1978 Protocol to the International Convention for the Prevention of Pollution from Ships, 1973 (hereinafter referred to as the "Pollution Convention") by Resolution MEPC.343(78), and adopted amendments to Annex II of the Pollution Convention by Resolution MEPC.344(78).
The 46th session of the International Maritime Organization's Facilitation Committee adopted amendments to the 1965 Convention on Facilitation of International Maritime Transport (hereinafter referred to as the “FAL Convention”) through Resolution FAL.14(46).
Pursuant to the relevant provisions of the Safety Convention, the 1988 Protocol to the Safety Convention, the Pollution Prevention Convention, and the Convenience of Carriage Convention, Resolution MEPC.344(78) was deemed accepted by tacit consent on May 1, 2023, and shall enter into force on November 1, 2023; Resolution MSC.500(105) was deemed accepted by tacit consent on June 1, 2023, and will enter into force on December 1, 2023; Resolutions MSC.456(101), MSC.457(101), MSC.458(101), MSC.459(101), MSC.474(102), MSC.475(102), MSC.476(102), MSC.477(103), MSC.478(103), MSC.479(103), MSC.480(103), MSC.481(103), MSC.482(103), MSC.483(103), MSC.484(103), MSC.485(103), MSC.486(103), MSC.487(103), MSC.488(103), MSC.489(103), MSC.490(103), MSC.491(103), MSC.492(103), MSC.493(103), MSC.494(103), MSC.495(103), MSC.496(103), MSC.497(103), MSC.498(103), MSC.499(10 (102), MSC.482(103), MSC.484(103), MSC.485(103), MSC.491(104), MSC.492(104), MSC.496(105), MSC.497 (105), MSC.498(105), MSC.499(105), MSC.500(105), and MEPC.343(78) were deemed accepted by default on July 1, 2023, and shall enter into force on January 1, 2024; Resolution FAL.14(46) was deemed accepted by default on October 1, 2023, and will enter into force on January 1, 2024.
China is a contracting party to the Safety Convention, the 1988 Protocol to the Load Line Convention, the 1988 Protocol to the Safety Convention, the Pollution Prevention Convention, and the Facilitation Convention. Having raised no objections to the aforementioned amendments upon their adoption, these amendments are binding upon China. The Chinese text of the amendments is hereby promulgated for implementation.
