Wuhan Navigation School was established in September 1976 with approval from the Ministry of Communications and the Hubei Provincial Department of Education. As a full-time provincial-ministerial key secondary specialized school, it is the nation's sole inland waterway institution dedicated to training blue-collar technical personnel for maritime operations. The school operates under the administration of the Yangtze River Navigation Bureau.
The school is nestled at the foot of the picturesque Mount Daisan in Wuhan, offering a tranquil environment. The campus spans 20,000 square meters with a building area of 12,000 square meters. It currently enrolls nearly 2,000 students across various programs. The institution features a comprehensive teaching building integrating instruction, research, library services, reading facilities, and administrative offices; a dedicated maritime training building for practical exercises;It features comprehensive teaching and living facilities, well-equipped teaching laboratories, and a full range of navigation instruments. The campus houses over 20 modern training laboratories and teaching facilities, including a large-scale engineering vessel maneuvering simulator, a hydraulic simulation training room, an electrical and electric propulsion laboratory, a seafarer craftsmanship workshop, a steering room, an engine power and hydraulic steering system room, and a paperless examination hall. In 2008, a new integrated ship compartment was constructed for outboard high-altitude operations, mooring operations, anchor handling, survival training, raft training, and advanced firefighting training, complete with full-set monitoring equipment. A new ARPA radar laboratory was established, introducing state-of-the-art ARPA radar alongside GPS, AIS, and related equipment.A new ARPA radar simulator was installed, alongside a large-scale simulation facility comprising one panoramic display and four ship-specific simulators. A new GMDSS live-equipment laboratory and a GMDSS simulation room accommodating 80 simultaneous trainees were constructed. New satellite communication systems (C-station, F-station), ground communication systems, MSI, and SAR systems were installed.A new Electrical Navigation Laboratory was established, introducing teaching equipment including three different models of electric compasses (Amato-Brown, Anschutz, Sprague), automatic steering systems, log recorders, echo sounders, anemometers, barometers, weather fax machines, and GPS units. A new chartwork classroom and chart library meeting maritime standards were also constructed.These facilities and equipment provide excellent conditions for student internships, experiments, and assessment.
The school currently employs 87 faculty and staff members, boasting a dual-qualified teaching team with solid theoretical foundations, extensive practical experience, and a well-balanced academic background and age structure. Among them are 60 full-time and part-time instructors, with 30% holding senior professional titles. The faculty includes 23 instructors specializing in Navigation Technology and Marine Engineering,Additionally, five instructors hold senior internship guidance qualifications or advanced technician certifications. The school further engages renowned senior technical experts, senior seafarers, and chief engineers from across the nation to deliver specialized instruction. This comprehensive faculty structure ensures high-quality teaching and cultivates outstanding maritime professionals.
In recent years, to enhance teaching quality, the school has established long-term employment cooperation agreements with numerous shipping enterprises. A group of management-level seafarers with extensive maritime experience and advanced competency certificates now teach specialized courses at the institution. Concurrently, the school places emphasis on leveraging surrounding maritime educational resources by inviting maritime instructors from other institutions to teach on campus.
The school is designated by the Hubei Provincial Government as a training base for seafarers dispatched overseas. With over 30 years of experience in maritime professional education, it has accumulated extensive teaching expertise and resources. Adhering to the educational philosophy of “prioritizing employment, emphasizing competency, and enriching the people,” the institution has progressively evolved into a training base specializing in maritime education and training. It is also a crew education and training organization designated by the China Maritime Safety Administration.In accordance with the "Quality Management Rules for Seafarer Education and Training of the People's Republic of China" and related documents, the school established and implemented a quality management system for seafarer education and training in February 2007. In September 2007, this system passed the audit conducted by the Shanghai Maritime Safety Administration's expert review panel, an authorized auditing body of the China Maritime Safety Administration. Subsequently, in December 2007, the school obtained the Quality Management System Certificate for Seafarer Education and Training issued by the People's Republic of China and the China Maritime Safety Administration. Following receipt of the Ministry of Communications Maritime Safety Administration's Letter of Approval for Preparing Seafarer Training in April 2008, the school adjusted its management mechanisms and operational models. To ensure seafarer education and training meets prescribed quality requirements and management standards, and to maintain continuous quality control over training activities, revisions were made to the school's Version 1.0/1 Quality System documentation. The Version 2.0/0 system document officially took effect on June 1, 2008, and is now in operation. The implementation of the Version 2.0/0 system document will elevate the quality of talent cultivation at our school to a new level.

Guided by its mission to nurture qualified professionals for society and the waterway industry, the institution prioritizes teaching and education as its foundation while strengthening its educational functions. The school has been honored with prestigious titles including National Advanced Collective in Transportation Vocational Education, Hubei Provincial Advanced Unit for Overseas Labor Training and Dispatch Bases, and Hubei Provincial Civilized Unit.
