On the morning of March 14, 2017, during routine patrol operations, the Qianjiang Law Enforcement Brigade of Jiujiang Wuxue Port Authority discovered a small transport vessel belonging to the Anxin Cargo XX ship. The vessel was ferrying seven crew members from Ruichang Ferry Terminal to Wuxue Anchorage. None of the individuals on board were wearing life jackets. The Kanjiang Brigade conducted an initial investigation into the incident and transferred the case to the Maritime Supervision Section of the Office for further handling.
To enhance safety awareness among crew members of vessels anchored at Wuxue Anchorage and eliminate overloading of small shuttle boats as well as the practice of crossing the river without wearing life jackets, on the morning of March 15, officers from the Maritime Supervision Division of Wuxue Office organized a safety warning session for all crew members who had crossed the river via shuttle boats the previous day in the office conference room. First, they studied the circumstances and root cause analysis of the November 15, 2015, man-overboard incident at Wuxue Anchorage, emphasizing the critical importance of wearing life jackets and implementing effective safety precautions. Second, they briefed attendees on recent accidents: the March 12 collision in Nantong and the March 10 self-sinking incident in Yichang, urging crew members to heighten safety awareness and ensure navigational security. Third, key safety points for vessel operations at Yadong Terminal were outlined, emphasizing proper watchkeeping during anchoring, safe shore-to-vessel transfers, lookout and dynamic reporting when crossing navigation channels, and secure maneuvering when departing the terminal for downstream travel.
Through this training, the crew members have undergone a fundamental shift in attitude. They have voluntarily submitted learning reflections or self-criticism statements, discussed actual onboard conditions and issues with the use of traffic boats with law enforcement officers, and pledged to take responsibility for their own safety as well as for the navigational safety of the Wuxue Ruichang Port Area.
